1.Cultivating Objective
(1) Students can grasp the ideas and methods of Marx doctrine, Mao Zedong Thought and Deng Xiaoping Theory, support the basic lines of Communist Party of China, love our motherland, abide by the law and discipline, be strict in academic discipline, conduct integrity, and take an active part and make contributions toour society.
(2) Students can understand the history of education development at home and abroad, the modern education theory and its latest achievements, and have a professional level of educational theory knowledge.
(3) Students can master the theory and method of educational science research, have the ability to engage in educational development theory research and educational reform practice research independently, and can be qualified for the teaching, scientific research and management of this major and related major.
(4) Students canhave the basic ability of analyzing and evaluating educational policies, form the basic quality of educational policy and making scientific decisions, and be determined to be a promoter of the scientific development of education.
(5) Studentsshould master at least one foreign language.

3.Research Concentrations
(1) Research of Educational Policy, including research of policy theory, decision methods of decision, policy implementation, policy ethics, monitoring and evaluation, and foreign education policy, etc.
(2) Research of Educational system, including research of management and finance system, teacher system, curriculum system, examination system, school system, etc.
(3) Research of Educational law, including research of government, schools, teachers, students and other laws and regulations, etc.
4. Credit and Curriculum
(1) Course and Credit
Courses of postgraduates includes common course, elementary course and specialized course. The common courses contain some public compulsory courses, such as Political Theory and foreign languages, andsome public optional courses, such as research methods.The elementary courses are degree’s compulsory courses for this discipline. The specialized courses contain two kinds of courses: one is professional compulsory course for this discipline; and the other is professional optional course according to directions.
Students should take examinations for courses. There are two scoring methods a 100 point system, or grading system.
According to undergraduate courses grades and present major’s requirements, the tutors decide whether students should take present professional or related courses as complementation for interdisciplinary students and students with similar professional qualification. These courses which students take as a supplement are taking another course credits and the credits cannot replacerequirement credits for their graduation.
In this major, the total credits should be at least 31 points, the sub-credits are not less than the following requirements, and students can enter the program of graduation thesis defense.
Public compulsorycourses mainly contain three parts: the first part is political theory courses, includingTheory and Practice of Socialism With Chinese Characteristics (2 credits), Marxism and Methodology of Social Science (humanities and social sciences graduate assigned electives, 1 credits), the outline of dialectics of nature (medical science and engineering, graduate assigned electives, 1 credits) public; the second part is public foreign language courses (4 credits); the third part is the course ofdiscipline and ethics in academic research, it’s an autonomous learning, online examination, no credits.
Publicoptionalcourses are mainly divided in 4 parts: Second foreign language course, computer application course, technology course of literature retrieval, The research methods’ courses, graduate studentsshould choose one of them to take. (2 credits)
At least 9 credits should be completed in basic courses. At least 5 credits should be completed in public compulsorycourses, at least 6 credits should be completed in publicoptionalcourses and at least 2 credits should be taken in interdisciplinary or cross professional optional courses.

5. Research Achievements Requirement
The graduate students are encouraged to publish high quality academic papers, but there is no unified requirement for students during their studies to gain any research result.
6. Assessment
(1) Assessment Time
At the end of the fourth semester.
(2) Assessment Contents
The Tutors and the counselors will evaluate from these contents: checking courses’ scores, teaching or scientific research ability, practical ability, check thesis proposal and audit political and ideological morality. The political and ideological morality will also be evaluated. Among them, thesis proposal will be checked by the demonstration team.
(3) Assessment Procedure
The teaching and research section is the basic assessment group (members including tutors, directors of teaching and research section, teachers and counselors), the party and government assessment team and then we will submit the results to the college and graduate school for the record.
(4) Assessment Result
Only through a comprehensive assessment, graduate students can enter the stage of writing a degree (doctorate or master's) paper.
The graduate students who have excellent political and ideological moral character, excellent academic achievements and outstanding scientific research ability will study ahead of their doctorates, or graduate in advance.
A comprehensive assessment of the master's graduate students who are not fully qualified, for example the thesis proposal has not been passed, scientific research ability is not good and one of the professional courses (basic courses, optional courses)have been failed by make-up exam will postpone or delay graduation thesis writing.
After a comprehensive assessment, if students are bad in performance, for example, political and ideological are bad, poor academic achievement and obviously lack of scientific research ability, they could be proposed to be dropout.
According to the examination method of reading ability, students must accept exams about their basic literature reading ability.
7. Dissertation Requirement
(A) Thesis proposal
(1) The topic is of theoretical and practical significance.
(2) The subject of the study is clear and the content is specific.
(3) A relatively systematic literature review that can show the progress and dynamics of the same research field at home and abroad.
(4) The design of the research is reasonable and operational.
(5) The plan of the research is detailed and the steps and its tasks are clear.
(6) It is necessary to respond and prepare for the difficulties, doubts and problems in the study.
(7) Some of the main reference materials have been obtained.
The tutors and 3-5 teachers who have the related research fieldwill work together to review and demonstrate the thesis proposal, they will analyze and evaluate the feasibility of thesis research value and research program.
If there exist any situations as follows, the thesis proposal must rewrite and be checked again. (1) there is no value or almost no value in choosing a topic. (2) a simple repetition of previous studies, with no new or almost no new ideas. (3) the research and design are rough, or there are serious defects, or infeasible.
(B) Qualification of thesis defense
(1) No serious illegal, disciplinary records and students must pass political censorship.
(2) Complete the requirements of the training program of the major.
(3) No act of plagiarizing or plagiarizing the results of others and infringing on the copyright of others.
(4) No articles with serious errors and a translation of a serious distortion of the original are not found.
(5) The thesis passes through peer review in advance.
(C) Requirements for academic dissertations
(1) The topic is of theoretical significance and / or practical significance.
(2) The research topics are clear and specific, and have strong awareness of the problems to be solved.
(3) Be familiar with the academic background related to the thesis, understand the related research trends and identify what problems have been solved and what problems remain to be solving. The thesis does not omit important documents.
(4) There is a strict logical structure, which can make a complete and systematic discussion of the problem.
(5) It can reflect that the author grasps the solid basic theory and has professional knowledge systematically.
(6) There are new ideas or discoveries.
(D) Academic standards for academic dissertations
(1) Respecting the achievements of others and taking the literature seriously.
(2) Finishing the thesis independently under the guidance of the tutor.
(3) Expressingyour research results in a realistic way.
(4) The words and languages are correct, concise, and the key words are appropriate.
(5) The summary is conformed to the text, and can highlight the new ideas or innovative results of the thesis.
